With his approval numbers sinking, the U.S. President faces a political problem at home and accepts a drastic idea for turning public opinion in his favor. He is talked into trying to raise his popularity by manufacturing a new cold war with Canada, turning a neighboring country into the focus of a campaign meant to revive his standing.
